APPOINTMENT OF A SERVICE PROVIDER FOR THE   PHOTOCOPYING, PRINTING AND BINDING OF DOCUMENTATION
FOR GERT SIBANDE DISTRICT MUNICIPALITY
TENDER NOTICE AND INVITATION TO TENDER
 
The   GERT SIBANDE DISTRICT MUNICIPALITY invites tenders for appointment of a   service provider for the Photocopying, Printing and Binding of Documentation   for the Gert Sibande District Municipality
 
Preferences   are offered to tenderers who enhance the local and regional economy (local service   providers) and who promote broad-based black economic empowerment   (BBEEE). Preference is also offered to   tenderers who are within the Gert Sibande District   Municipality (GSDM).
 
The   physical address for collection of tender documents is: GERT SIBANDE DISTRICT Municipality’s   offices, cnr Joubert & Oosthuise Streets, Ermelo, 2350, at the offices, Mr   J du Plooy Room 1E330, Tel. 017 801 7119,   Ermelo or documentation can also be forward to prospective tenderers on   request.
 
Documents   may be collected during working hours from Gert Sibande District Municipality   as from 6 May 2013 during working   hours from 07H30 to 16H00 from Monday to Thursday and 07H30 to 13H30 on   Friday.

The   District Municipality is not obliged to appoint the bidder with the lowest price   but will consider the bidder with the highest points in terms of the set   evaluation criteria.
 
DULY COMPLETED TENDERS MUST BE   SEALED IN AN ENVELOPE CLEARLY MARKED:   “APPOINTMENT OF A SERVICE PROVIDER FOR THE PHOTOCOPYING, PRINTING AND   BINDING OF DOCUMENTATION FOR GERT SIBANDE DISTRICT MUNICIPALITY (GSDM 49/2013)”   and are to be deposited into the tender box at the Gert Sibande District   Municipality Cnr Joubert & Oosthuise Streets, Ermelo, 2350 not later than   12H00 on the 17 May 2013.
 
The closing time and date for receipt of   tenders is 12H00am on Friday, 17 May 2013 (GERT SIBANDE DISTRICT   MUNICIPALITY),   telegraphic, telephonic, telex, facsimile, e-mail and late tenders will not   be accepted.
 
The   tenders will be adjudicated in terms of the Gert Sibande Procurement Policy   and in terms of the Preferential Procurement Policy Framework Act, Act No. 5   of 2000.
 
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Document.

PANEL FOR LEGAL SERVICES PROVIDERS
Gert Sibande District Municipality intends establishing a panel of Attorneys to render comprehensive legal advisory services to the Municipality. The panel will be restricted to firms of attorneys. The approved panel will be placed in the District’s database for a period of three years where after the panel will be renewed through the same process. The bidder should be familiar to MUNICIPAL FINANCE MANAGEMENT ACT, MUNICIPAL STRUCTURES ACT, MUNICIPAL SYSTEMS ACT and MUNICIPAL SUPPLY CHAIN MANAGEMENT processes.
The Legal Services Providers should have expertise in the following fields:

Conveyance and Property law
Contracts & Agreements
Construction law
Civil litigation, High Court and Magistrates Court
Corporate and Commercial law
Commercial litigation
Local Government and procurement law work including legislation opinions, advice on policies and legal issues
Corporate Governance and compliance
Collections and Debt Management
Labour law, i.e. Disciplinary processes, etc.

The profiles should include hourly rates charged by the firm. The firm’s expertise should be briefly highlighted on the cover letter. Interested parties should kindly submit their company profiles sealed and externally endorsed:
“Legal Service Providers Profile: GSDM 061/2013” and shall be deposited at the reception, Cnr Joubert and Oosthuise Streets (PO Box 1748, Ermelo, 2350) not later than 12h00 on TUESDAY, 21 MAY 2013.
